Bamenda III Council bets on stronger grassroots governance as Deputy Mayor Margaret Ndzelen complets local democracy training aboard

The challenge of keeping local government closely aligned with the everyday needs of residents remains a constant pressure for municipalities. In Bamenda III, authorities are increasingly looking to skills development as part of the answer.

That approach was in focus as Deputy Mayor Margaret Epse Ndzelen Banye Baye presented her Certificate of Completion from the Women’s Political Leadership Programme to Mayor Fongu Cletus Tanwe at the Bamenda III Council on Wednesday 25 February 2026. The programme, delivered by the Swedish International Centre for Local Democracy, combined international workshops with hands on change projects within her municipality.


According to Mayor Fongu Cletus the training is less about personal recognition and more about translating new tools into practical improvements, from better planning to clearer communication with communities. The programme’s change process, implemented throughout the year, is intended to strengthen accountability and ensure local policies reflect real community priorities.


Reflecting on the experience, Ndzelen described the training as rigorous and continuous, requiring sustained engagement with both colleagues and residents between international sessions. She emphasised that the knowledge gained, particularly in leadership and stakeholder coordination, will be channelled into day to day council work.


“The training required me to keep working with the community and colleagues throughout the year, and that continuous engagement is what will help us turn new ideas into practical improvements in the municipality.” she said

“With the support I received and the skills I gained, especially in working methods and technology, I am better equipped to contribute to more effective service and collaboration within Bamenda III.” she added 


The Mayor believes the exposure to global best practice and peer learning can help refine how the council consults, plans and delivers services, with the long term aim of building public confidence in local institutions.
