The North West Public Independent Conciliator (PIC) has released its 2025 Annual Report, detailing citizen-council relations across the region. The 273-page report, unveiled on February 24, 2026, shows 47 complaints from residents, with 30 resolved and 17 still under review.

Tamfu Simon Fai, the Conciliator, said the report was submitted to President Paul Biya on February 5, meeting legal timelines. It covers the full year of 2025 and reveals serious financial strains in councils such as Babessi, Andek, Mbengwi, and Batibo, where employees are owed up to 14 months of unpaid salaries.
Insecurity and "ghost town" civil disobedience continue to disrupt operations. However, councils have improved communication through town halls and social media, boosting project completion rates, with even the lowest-performing council reaching 51.2 per cent.
The report also flags issues like citizens paying for civil status documents that should be free and councils navigating armed group-imposed financial burdens
The PIC recommends a local public service code, timely salary payments, stronger security, and more divisional branches to make services accessible.
This marks the fifth annual report since the PIC was established, underlining its role in promoting accountability and citizen engagement.
